IIAR Safey Committee
Operation of Manual Hand Valves Guidelines Survey
July 1, 2019

As a continuation of the effort to clarify regulatory language regarding Lockout Tagout (LOTO) Procedures, the IIAR Safety Committee would like your participation in a follow-up survey to help define content intended to be included in LOTO guidance documentation. Currently there are questions in the ammonia refrigeration industry on when, and more importantly, if it is appropriate to create LOTO procedures for manual hand valves.  Regulatory language remains unclear on the matter and adds to some confusion.

In October of 2018, the IIAR Safety Committee sent a survey to IIAR membership regarding Lockout/Tagout (LOTO) procedures in ammonia refrigeration facilities.   Information in this survey was used to help the IIAR Safety Committee better understand current industry practice with regard to manual hand valve LOTO.  The IIAR Safety Committee collected and analyzed data from the initial survey and subsequently presented their analysis at the 2019 IIAR Conference in Phoenix, AZ as well as published their analysis in an article found in the February 2019 Condenser entitled Lockout/Tagout (LOTO) of Manually Operated Hand Valves on Page 22.  The IIAR Safety Committee found that guidance documentation was both desired and needed by the industry.

This follow-up survey is aimed at defining the content to be included in IIAR guidance documentation.
