COURSE PURPOSE
Many workplaces have underground utilities such as piping or trenches, electrical/control circuits, or structures/foundations. This activity will explore the ramifications of digging or otherwise dislocating the ground in these areas, often called a “Ground Disturbance” in the engineering world, and review the responsibilities of all employees in ensuring that any work involving penetration of the ground proceeds safely.
“Ground Disturbance” refers to any activity that compacts or dislocates the ground within a project area, where if precautions were not taken there could be a risk of damaging buried utilities, structures, or foundations, and/or a risk of personal injury.
Both OSHA and the EPA have requirements that “Ground Disturbance” work must be properly planned and organized. Risks must be assessed, and appropriate work equipment must be selected and available for use, as well as properly inspected and maintained. Employees or contractors involved in ground disturbance work need to be trained prior to the work being performed in order to maintain a safe workplace.
